Expanding Markets

Increased Demand

We work with domestic and international buyers to build preference for Texas and U.S. wheat, creating more market opportunities and better prices for Texas farmers.

Around-the-Clock Marketing

Through partnership with the U.S. Wheat Associates, farmer investment funds a global marketing team working year round. Mill demonstrations, trade missions, quality seminars and buyer visits happen weekly across 100+ countries, meaning right now, someone is actively marketing your crop to international buyers.

Removing Barriers

Market development efforts tackle transportation bottlenecks and trade barriers that stand between you and premium buyers, ensuring you can compete on the quality of your wheat, not the cost of moving it.

Education & Outreach

Policy Solutions

The Texas Wheat Producers Association represents Texas wheat farmers by fighting for farmer-first policies in Austin and Washington, D.C. Funded through voluntary membership, we work to protect the long-term viability and profitability of your operation.

Through partnerships with the National Association of Wheat Growers, Southwest Council of Agribusiness, and other key organizations, we ensure Texas farmers’ voices are heard where decisions are made.

Key Priority Areas

Farm Programs

TWPA works to keep a strong federal safety net under Texas wheat farms facing volatile prices and rising input costs. We pushed for stronger Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) and helped secure a 15% increase in the wheat reference price in HR 1, adding more protection to your base acres.

We are also a lead voice for wheat growers in ad hoc assistance, pushing USDA and Congress to fund and provide fixes in programs like the Supplemental Disaster Relief Program (SDRP) and Farmers Bridge Assistance Program (FBA).

Crop Insurance

Crop insurance is the cornerstone of risk management for Texas wheat producers, and TWPA fights to protect and strengthen these vital programs. We work to ensure that policies remain affordable, accessible and responsive to the unique challenges of the versatile wheat production systems in Texas.

Recent work areas include:

  • Raising premium support so coverage stays affordable on tight margins.
  • Improving coverage for quality losses, not just bushels lost.
  • Protecting and expanding policies that fit both grain and forage wheat systems in Texas.

Trade & Demand

Your price depends on demand, especially from export markets. TWPA works with national wheat partners and federal officials to open, protect and grow markets for Texas wheat.

TWPA advocates for:

  • Strong enforcement of trade agreements.
  • Elimination of tariff and non-tariff barriers that slow or block wheat exports.
  • Steady funding for market development programs that promote U.S. wheat in key markets.
  • Transportations policies that keep rail and port costs competitive for farmers.
  • Food aid programs and funding that enhance current wheat demand and build future market opportunities.

Property & Water Rights

Water and land are at the heart of every Texas wheat operation. TWPA stands up for private property and water rights while supporting practical, local solutions to conserve water for future generations.

Our work includes:

  • Pushing back on federal and state regulatory overreach that threatens how you use your land and water.
  • Supporting voluntary, incentive-based conservation instead of one-size-fits-all mandates.

Conservation Support

Texas wheat farmers already invest in soil health, residue cover and water conservation, and TWPA works to make conservation programs match that reality. We support voluntary, producer-driven programs that reward stewardship without burying you in paperwork.

Our priorities include:

  • Strong, reliable funding for EQIP and CSP and program rules that enhance participation for wheat growers.
  • Program recognition of the environmental benefits wheat brings to rotations, from residue cover to erosion control.
  • Market-driven conservation tools that bring dollars to the farm without heavy-handed rules.
  • Streamlined applications and clear rules so more of your time is spent farming, not filling out forms.

Crop Protection

Wheat farmers need access to proven tools to control weeds, diseases and insects and still deliver a safe, high quality crop. TWPA pushes for science-based regulations so you can keep using effective products and adopt new technologies as they come online.

Our advocacy focuses on:

  • Stopping unnecessary restrictions on crop protection products you depend on.
  • Keeping EPA reviews timely so new tools reach your farm without years of delay.
  • Ensuring decisions are grounded in sound science, not politics or activism.
  • Blocking state and local rules that go beyond federal standards and pile on extra costs.
  • Keeping pesticide application rules reasonable, workable and practical in real farm conditions.

Nutrition Policy

We recognize that what happens in nutrition policy shows up in your wheat prices. TWPA supports science-based dietary guidance and labeling rules that keep grain in the mix for healthy diets and maintain steady demand for U.S. wheat.

The association supports:

  • Nutrition policies that prioritize access to affordable, nutritious, domestically produced wheat-based products.
  • Programs that encourage consumption of grain foods made from U.S. wheat and recognize their role in balanced diets.
